Problems with emails to addresses at QQ.com (China)

We receive numerous requests to download the FrameNet data every day, and many come from China. Of those, a considerable number give email addresses at QQ.com, which is run by TenCent. For the past several months, our return emails to QQ.com, authorizing downloading, have bounced back with an error message "550 Ip frequency limited" and a pointer to a page which partially explains the problem at http://service.mail.qq.com/cgi-bin/help?subtype=1&&id=20022&&no=1000725. We have checked with the ICSI system administrators and nothing seems to be wrong with the mail servers at our end, which work correctly for other addresses, including gmail and addresses at academic institutions in China (e.g. *.edu.cn and *.ac.cn) .
Until we can find a way to resolve this problem, we ask anyone using QQ for mail to provide some other reliable email address in your request. If our email to you bounces back, we will be unable to help you download the FrameNet data.
